Insulation Upgrades

Attic, wall, and floor insulation can improve the thermal performance of an existing home. If properly installed, insulation will help maintain more constant and comfortable temperatures while preventing build up of moisture and condensation. Always insulate to the maximum level achievable within the available space to meet the minimum required insulation R-value. Consider pairing with air sealing when possible to achieve maximum savings.

Pre-approval is strongly encouraged.

Rebate Requirements

Before Installation

Your Home

  • Primary heat source must be electric.
  • Must be a single-family, multi-family or manufactured home.
  • Manufactured homes are not eligible for the wall insulation rebate.
  • New construction homes are not eligible.

Qualifications

  • Rebates are not available for insulation upgrades outside the electrically heated area (e.g., garages and workshops), or any space with an overhead door.
  • Installations must meet the requirements highlighted in BPA’s weatherization contractor’s guide. Please see the specifications given for each type of insulation project area (wall, attic, floor).
  • The application must be submitted within 90 days of purchase or installation.

Verification

Pre-existing insulation must be verified by one of the following options:

  • Contractor notes verifying beginning & ending R-value (via email, quote or final invoice).
  • Clear pictures of the existing insulation with a tape measure showing the depth.
  • Audit of the existing insulation by a utility representative.
  • Wall insulation: In-progress pictures or notes from the contractor.
After Installation

Required Documents

  • Verification of the installed insulation either by photos using a tape measure to show its depth or a final site inspection of the upgraded insulation is required before the rebate will be processed
  • Final invoice stating total cost, installation/purchase date, beginning and final R-value and the square footage of upgraded insulation
  • Please note, all invoices must be final
  • Estimates, proposals or quotes are not accepted as the final invoice

Site Built Homes (4 units or less)

Existing insulation: R-7 or lower
Final insulation: R-38 or higher
Rebate: $2.30 per square foot

Existing insulation: R-8 to R-11
Final insulation: R-38 or higher
Rebate: $1.05 per square foot

Existing insulation: R-12 to R-19
Final insulation: R-38 or higher
Rebate: $.30 per square foot

FLOOR

Existing insulation: R-11 or lower
Final insulation: R-19 or higher (or joist cavity filled) *
Rebate: $0.90 per square foot

Existing insulation: R-11 or lower
Final insulation: R-25 or higher (or joist cavity filled) *
Rebate: $1.05 per square foot

WALLS

Existing insulation: R-0 (no insulation)
Final insulation: R-11 or higher
Rebate: $2.00 per square foot

Multi-Family, Low-Rise Homes (5 or more units, 3 stories or less)

ATTIC

Existing insulation: R-11 or lower
Final insulation: R-19 or higher
Rebate: $1.05 per square foot

Existing insulation: R-11 or lower

Rebate: $1.35 per square foot

FLOOR

Rebate: $1.20 per square foot

Existing insulation: R-5 or lower

Rebate: $1.80 per square foot

WALLS

Existing insulation: R-5 or lower
Final insulation: R-11 or higher
Rebate: $0.75 per square foot

Manufactured Homes

ATTIC/ROOF

Existing insulation: R-7 or lower
Final insulation: R-22 or higher
Rebate: $0.75 per square foot

FLOOR

Existing insulation: R-7 or lower
Final insulation: R-22 or higher
Rebate: $0.90 per square foot

Rebates are limited to 100% of the total project cost.
